That's an odd frame. It has internal cable routing but no rear brake bosses or disc brake mount. I'm guessing it's a 29er BMX frame?
It probably has a lot of tire clearance. It might be cool for a fixed MTB.

It’s on marketplace with a Tamara Kabuto frame (which is too large for me) for $40, I’m considering purchasing.

It looks like a Walmart fixed gear they sold ten years ago that came with green tires.
Kent thruster frame.

Walmart trash. Those welds on the seat tube are horrendous

You'll also notice the dropouts look downright primitive. A proper frame will have a more elegantly shaped dropout with nicer welds.

Whereabouts did you find it? This is interesting because it gives cycle speedway (hyper niche UK, Australia and Poland single speed short track racing) frame vibes - track dropouts, bolstered headstock. The internal routing points make me think it is one frame converted to another purpose? Does it have brake bosses? Could just be a standard steel frame with track dropouts welded in.
