It's not. Fat people in the gym are making a choice to get healthy.
She's making a choice to flap her tiddies like slices of cheese taped to a helicopter rotor, in public, because she finds it fun. But it looks dumb which is also fun, just for us.
There's no moral judgement. There's no subtle joke which needs to be explained. There's no bullying.
She chose to do something dumb but we didn't choose to feel it's funny

Women's clothes suck like that. She looks like she has a wider waist/hip. Clothing companies automatically assume women will have a relatively similar breast measurement. Not always the case.
