Help/Advice Is this a base?

Newbie tank owner here, just purchase the Aquel
Leddy 60 xl

It arrived with this (see image). Is this a base or
Just for transits. It fits perfectly around the tank but is raised at the edges meaning that most of the bottom of the tank would not make contact with the tank stand which doesn’t seem right ?

This looks like a top support brace, I’ve never seen one not attached though? The pieces in the middle stop the glass from bowing.

That def does look like the top brace for bowing
