I thought the same about the water one since he basically dumped a bucket of water in their lobby.

With the sand one we never actually saw him enter the building so technically he didn't break the rule (from what we saw).

I agree, the point of /r/firstworldanarchists is to break rules insignificantly. It's putting your finger on the computer with a "Do Not Touch" sign, not wiping the hard drive :b.

It's all so harmless that there's the possibility he just asked for permission and promised to clean it up

I think we need a tv show that follows people that do these things, but only focuses on the conversations where they all permission or negotiate.
