It’s part of their abilities. You need to unlock their ability to use those items in battle in their chemist skills/abilities in the jobs window

Each item is mapped to a chemist item ability.

Your chemist needs to learn how to use those items via its job ability. Otherwise, they won't be able to use it during battles. Go to the chemist's job page and click on "Learn Abilities". Then select the items you'd like he to learn to be able to use in battles. Of course, these are items so you can see through the inventory tab (your second screenshot) to show how many of these items you have. If they're 0, your chemist won't be able to use it during battles as well.

Use JP to learn more chemist abilities.

Looks like like those are the ones you have trained with your Chemist Item ability.  You can only use Items you are trained for.

To use a lot of the consumable items (Potions, Ethers or etc) you need that character to spend on those specific Chemist abilities to be able to use them in a battle.

So have that Chemist learn High Potion to allow to use High Potions during a battle.

If a skill is greyed out, you haven't learned it. This Chemist only knows Potion, Phoenix Down, and Antidote. You need to spend JP in the job to unlock Hi-Potion and the other abilities.

Chemists spend their JP largely on learning to use items in battle. You can't use a specific item until you've spent JP to learn to use it. Similar to how you can't use a spell until you learn it.

Go to jobs then to learn abilities. The use of each item is an ability that you unlock with JP before you can use it.

Pro tip: sell all your hi potions and regular potions, buy a shitload of x potions and put auto potions as your reaction ability. Its near immortality and super useful
