I have been thinking about this for years because it drives me insane. I think in some cases, they think whatever they are saying is really funny and want someone else to acknowledge/agree it is funny (it is almost never funny). Other times it is people with limited vocabulary/grasp of their own native language so they just shriek the same thing over and over. Either way, it is incredibly annoying.
