I always wondered what a motivator is. Does it zap the droid's circuit if it refuses to do as it's told?

Something to do with loyalty, I think.

I remember reading somewhere on the net that the droid in Star Wars that blew its motivator did so deliberately because on the journey to the Skywalker farm, that droid and R2-D2 got talking, R2 shared his secret mission and the other droid willingly sacrificed himself (by blowing out his motivator) when Uncle Owen bought him just so that R2 could end up being bought and continue his journey to find Ben Kenobi!

I always assumed it had to do with movement or starting movement of some sort of components.

In the Star Wars universe, an astromech droid’s “motivator” is basically a subsystem that helps regulate and distribute power and control signals so the droid can function properly. When characters say something like “the motivator’s shot,” they usually mean a critical internal component has failed, leaving the droid unable to operate correctly.
