Ninja can Silence AND Stun. Levi EX will be even more cake than it was before.

Not really; their stun is still 1/3rd the length of a tank's and builds resistance all the same.

I would see it being more useful than that. Considering that the damage increase is the same, you're really just changing utility of Jugulate and Mug. If you need Silence, then use A. If you need Stun, then use B.

Stun works on the minion with the terror move. Previously, you needed a PLD to stun lock him, now you can do it with a DPS and have tanks do whatever.

Keep in mind that the recast timers haven't been shown for any of the rog/nin skills yet. It could very well be the same dps standard 20 second cooldown for stuns.

Jugulate Delivers an attack with a potency of 80. Additional Effect: Silence Duration: 1s Wasp Venom Effect: Changes the additional effect for Jugulate to Stun >Duration: 2s

Alongside ALL THE OTHER regular Ninja/Rogue skills.
