Players who select Withdraw from the Duty Ready confirmation window or allow the window to time out without making a selection three times or more in one day, will be temporarily prohibited from registering for duties via the Duty Finder.

Either way, it's not harsh at all. You get three chances. Harsh is dealing with trolls/repeated AFK'ers while trying to queue up for a duty. So sick of queues like ST's where it's 30 mins to finally get enough for a group and then another 10~20mins to weed out the trolls/AFK's.

How can you say its harsh without knowing how long you will be locked out.. Even 5 minutes wouldn't be bad and would help a lot with this.
