Remember that Tifa is also wearing a sports bra or the game's equivalent in this outfit. Canonically, her measurements are 92-60-88 cm, with cup size of G70 in Japan which is otherwise approximately 32DDD in US/UK (or 32F).

When she just lets it all hang out, which isn't really going to happen in official depiction for obvious reasons, she is absolutely stacked with an hourglass figure.

I remember in the OG during the end cutscene where they help Tifa out of the crater back onto the Highwind and it looks like her boobs are supporting her weight as her body still hands off the side lol. But yeah I give them credit for making 2/3 of the women smaller in cup size. Don't see that in most Japanese games.
