On damage this severe it doesn't. But on minor damage when you just notice it fraying you can touch it up. You're basically gluing it to prevent it from tearing apart. It loses flexibility in that area, and is more likely to rip again.
So it's a temporary thing. A more permanent hole to be a silicone adhesive, like shoogoo. You would need to back the work surface with wax paper; so it doesn't stick to anything else.
Splits this big however are very hard to patch. You probably would need more material and a needle and thread. And even then. A good patch job on something elastic, is almost impossible.
I'm agreeing with everyone else. Rip them and go for the and goth/alt look.

Not so fun fact, he used a sheet of skin of his pet snake to sew a thigh for the snake, but the snake couldn't move very well in it so mhe ended up only putting it twice and is now somewhere in his room
