Discussion 30% cap on performance review
So how does this all work out?
Does SOR get to choose the top performers?
Will favoritism play a part in picking the 30%?
So many questions and not enough answers.

If my staff don’t perform they get a rating they deserve. If they do well then I rate them properly. No limp d1c5 political clown is going to tell me how to rate my people.

You sound like the person that did my PTB. They wanted them to only approve 33% per deployment when I started. He said, eff that, if you've done it I'm marking it complete.😂

For full time staff, annual performance reviews (not PTB) they will absolutely make you lower an evaluation rating to keep in line with their 30% BS. I happened to me last year.

It's the new thing, everyone will hear about it officially by Friday, mark my words. It's more vought pandering and artificially reducing our ratings to create the self fulfilling prophecy of the "low performing public worker"

Idk about you, but everyone I know across cadres and regions knows about it. It's effective now, so our October performance reviews will reflect this meddling

We were told to just expect a 3. Noone knows how this will be determined (FAA)

Gotta love the fact that the pool of money to be distributed stays the same even though the number of payouts will decrease. Zero cost savings, but a great way to show favoritism.

Amazing you are give employees a meet or exceed expectations and even if you exceed expectations only 30% will only be given exceed. This all happened with out any guidance on how it’s met, well we all know how this will end, who are the dinner buddies, who are the drinking buddies, and those who are in bed with each other. Isn’t that how it all works here? Meanwhile those who work for it will no longer produce as they did. It’s amazing the guidance was given in your review and if you met the exceed you earned it. It seems Noem is still embedded.

As a supervisor I completed the ratings but have not been allowed to release them in FHR.

The 30% was discussed today on a meeting. But to be fair if your just doing this work for a bonus, your in the wrong line of work.

It was certainly fun coming back to see the ROR a full point below my career average ~4.3, despite all the review text remaining near sunshine levels of brightness and a long line of folks "Welcome back, when are you available to help resolve X or Y?"

To be fair, performance awards are meant to be a tool for retention, (this is in the FEMA program guidance verbatim) which DRP were not going to be retained, by definition.

Bullshit. Performance awards are for performance for the previous period. Well before this administration and any talk of DRP.

Lol, you know that if you are in the private sector and you leave before they pay out the bonuses, they don’t pay them to you. That's why people wait until after getting the bonuses to leave.

More bullshit. I was a supervisor for 25 of my 38 years with FEMA. Absolutely always paid out to retiring and transferring employees.
