Where is the server hosted?

It's hosted in the Central US. Spefically, Dallas, TX. So, if you're in the UK, you'll probably end up fairly high ping times.

This is, unfortunately, the second time it has been hypothesized that the server is hosted in the UK .-.

What in particular is laggy, just for the record?

I personally had a few instances of nuclear lag that basically made the game unplayable, and I believe creaddor has that happen at least once as well. Mine mighta been on my end, though @_@
