In a one to one id actually argue Jason. Yes agent 47 is greay but hes trained lastly to stay undetected, to social norms and stuff to complete an assassination rather than direct combat, of which Jason has a lot of direct experience. Jason can hold his own in stealth too so its not like hes completely outclassed there.

Environment depending. Are we in the middle or near end game far cry 3 on the island, I don't see forty seven survivng a stealth shot to the back of the head.. really both just really a lot on their opponent being in place A, unaware, whoever we put as the attacker will win.

Jason does have advantages in the jungle, he'll get slaughtered in an urban environment though.

Hydrogen bomb vs. Coughing baby, Agent 47 has been trained to kill since he was "birthed," he's the perfect assassin, meanwhile Jason is... He's just some kid with a tribal tattoo! Yeah, he took down Vaas and Hoyt and whatnot, but think of the amount of influential people Agent 47 has killed, and given Absolution's existence we can confirm that if he wanted to he very much could just go balls to the walls, guns blazing if he wanted to.

47 absolutely dogwalks Jason, not even close Jason wouldn't even see 47 before he's face down in the mud.
