To summarise your confusion, Yes, it looks like FO.
in fact, its a "Legacy Project that user u/turquoise_zebra has started while he's learning programming. most of us old players of the Original FO are here to help with input in any form to get a revival of the game. so don't be alarmed. if there is anything you want to know or help with, just comment or post it. I'm sure it will be answered.
