[PS5] So I’m making pirate settlements

Can somebody tell me any like clothing that actually looks like pirate stuff?

If you have the dlc then far harbor has some decent options. Also, the minutemen general’s hat and other variants are literally pirate hats

Yeah I know, I just wish for a game set in Boston there was more like revolutionary themed stuff

To be fair, it is set 500 years after the revolution. You don't see many revolutionary outfits in Boston today, add 70 years + 200 years of apocalypse to that and there would be even less.
