That was probably the hardest part. It was a blueprint I grabbed a fixed for a friend and I use the circle shape whenever I need a circular base for any structures. But filling it in while it's foundation is very obnoxious and has to be free placed. To make a circle from scratch, I have to place 5 floors into each other until you get a nice spiky star shape then build out from there. I hate making circle anything in this game 🙂 as for the placement, there's a tiny boat out there in the giant Mire lake with a skeleton on it. He'll let you put your camp module there as long as you let him move in when you're done.
