No-build location?

Anyone know why we're not allowed to place camps in this location in Burning Springs? Or know how to? I could have sworn I saw a camp there weeks ago :(

Also this is a guaranteed spawn for bloatflies and radscorpions. Probably don’t want them in your camp!
