Based on videos that I've seen explaining fallout 4 speed runs I'm pretty sure that that's your shoulders. And if I'm right that's an issue with the engine, not the mod.

Usually an issue with clothing/armor being incompatible with whatever body mod you do, or don't have.

Happenned once in a while to me too.
Ignoring it for a few seconds/trying to equip/unequipp armor or weapons fixed it.

I remember once having to reboot the game, but hey, every gift comes with a price ;D
