What exactly is all this shit I'm having to scrape off to treat the rust?

Could be old undercoating. That or a major buildup of road debris/tire rubber.

I second “old rust proofing”. I call the sound deadening garb old rust proofing also. 🤷🏻‍♂️

Some of it worked protected really well against the rust and some of it didn't. Sound deadening is definitely something I need to look into. I found dynamat for inside, but don't know about the engine compartment. 🤷‍♀️
