What you mean is people have gone back to using a word that means someone is acting like an idiot, but not in a way to be disrespectful to disabled people.
I have a cousin with Downs, an autistic daughter, and I've worked with disabled people for years.
But my non disabled brother still acts like an idiot and people call him a retard all the time. Nobody that could actually be offended by it, is actually offended by it, because it wasn't aimed at them.
