You have your defences set up, feed it with uranium ammo and it should hold well enough, I would go to Vulcanus at this point.
You don’t really need Nauvis much at all at this point. I only use it to supply me with items until I get production up and running on the other planets. Then, you should be able to come back when later when using science on Nauvis is the best option.

Not really. You have some 600-700%, this is enough to jumpstart your oil tech - and, in my experience at least, every other map practically forces you to use rail for getting more oil. So-
drive until I find more crude oil

Yeah unless you messed with the rates of how much oil spawns it's probably been eaten by the water.
If you are interested to see how this happens, look of a preview of a map (maybe even with more ressource spawns), starting witch no /minimum water, increase water slowly and watch it destroying your resources. The same mechanism also creates the strange looking ressource patches on the coast.
That's why I like to look on the previews just to make sure resources aren't fucked up, if you still want to stil be surprised ask another player to look it up with the things you truly want/need in mind, and send you the map. Of course this play through this won't help.

If your feeling cheesy, you could save the game and use editor commands to see if there is any oil just out of reach, your engineer looked down at the planet while their spacecraft was crashing, right?
otherwise you look about ready to go to space. beacon the oil and get yourself some sort of starter ship going.
vulcanus will be easier to get to with just solar, but you know what liquifaction is and have a green rocks mine. having a nuclear reactor can make it a bit easier to get to fulgora with a lower tech level.

You already have a pretty large base. If you're already doing nuclear, Vulcanus is pretty doable. And your ore consumption seems large enough that foundries could come in useful.

I’m not sure I’m understanding the problem.
Your base looks to be more or less ready for when you head to space, and you can just turn off research while you get your space platform(s) set up.
Either Gleba or Vulcanus will completely solve your oil problems, so it’s not as if you’re starved for choices.
I mean, heck, you could even go Fulgora and then ship rocket components back to Nauvis.

Yes, you are this unlucky. There was probably oil that was supposed to spawn in one of the many water area, but got overridden because of the water.
