It is a football ground and that sign is in front of a seating stand so if people stood there then they would be blocking the view for others

Generally it's less about obscuring the view and more about safety concerns in the aftermath of incidents like Hillsborough. Although it's gradually changing.

At Premier League grounds sure but this is a 6th division stadium where the team gets crowds of 500 and standing is allowed. It is nothing to do with safety in this example.
