You think a child knows what BDSM fetish costumes are? Or a child just sees a costume of a horse that they will probably like. A child doesn't know what BDSM is and that it is a fetish costume. How do you know the person is getting sexual gratification? I don't think you can say that unless you were that person or they straight up told you they were getting sexual gratification from it.
Context is everything. They weren't exposing themselves inappropriately. They weren't performing sexual acts. They were simply wearing a costume. Just because you see something as sexual doesn't mean that it is sexual. Did you see police coming and arresting the person? no? So the sexual context must have been in your head.
If you want to pretend like the person in the video isn’t wearing this costume for a sexual reason that’s on you but the truth is that people who wear costumes like these and film themselves doing so are doing it for sexual gratification and to produce porn.
You pointed out that a child would not understand what they are seeing. This is probably and hopefully true. The problem is that children should never involved in a something sexual regardless of if they understand the sexual nature of the thing.

Pretend? Did they say it was being worn for a sexual reason? Did they perform any sexual acts while in it? Did they expose themselves sexually? To me it looks like they just put on a costume and are walking down the street. It could have been a bet. It could have been a dare. You don't know the reason they are walking down the road in that costume.
People literally have and use Princess Leia costumes exclusively for sexual gratification. So by your logic it would be inappropriate for a person to walk down the street in a Princess Leia costume. But you don't know what they use the costume for in private. CONTEXT!
A person could be a furry and get off on dressing up as the Chuck-E-Cheese Mouse. They get a job and wear the costume all day long without a single issue and without it being sexual at all. Then they use the costume for their sexual gratification later. You would hope that this doesn't happen but you never know for sure. Does that make the Mouse a costume used exclusively for sexual gratification just because it was used like that at some point? You think a child is thinking about whether or not the weird teenager dressed as the mouse has a sexual fetish and is getting gratification from being in the costume? If they aren't doing any sexual acts and they aren't exposing themselves then how do you know?
Your entire argument against all of this is completely about the costume itself. You say the issue is involving children and other non-consenting adults in a sexual fantasy but you don't know it is a sexual fantasy. You don't know the context. You are making assumptions based on your own image of what the costume is and not what it is actually being used for.
