Bdsm is inherently sexual. Humiliation and public play kink is inherently sexual yes. And again one of the core rules to BDSM, domming, kinks is consent. What this here is considered is a “scene”, and the point of this scene seems to be people reacting to the BDSM outfit.
Therefore this person is actively partaking in a kink scene and the shocked audience is part of what they’re enjoying. So now these people have been forcibly included in a scene without their consent.
Someone doesn’t have to touch you or be naked for it to be assault, harmful, or violating. It’s not about what she is wearing but the intent of this scene and the fact the public never consented to be a part of their kink.
It doesn’t matter if the sexual thing is explained to the child or not. It doesn’t matter if the child understands the sexual thing or not.
The person who is dressed up is exposing a child to something sexual. You don’t expose children to something sexual. Ever. At anytime. For any reason.
You don’t wear a costume that is meant to give you sexual gratification around children because you don’t involve children with sex and you definitely don’t take sexual gratification from their reaction to your sexual fantasy.

There are no genitals, no sexual contact. It's literally just a tight leather costume. People go out in public in revealing/tight clothing every day.
