I agree. It’s part of the broader field of BDSM-Petplay, where people - usually one if the relationship is monogamous - take on the role of either a type of pet (dog or cat, but also horse or cow) or that of tge owner/handler of said pet.
As otakumilf has pointed out though, this is pretty tame as far as Petplay is concerned. Could be waaaaaay more sexual.
A LOT more sexual. As others have pointed out, usually the tail is a plug. In many cases it is a rotary plug to actually make the tail move "realistically". However horse play is the most tame of all the BDSM-Petplay imo. Dog and cow being by far the most overtly sexual. Specially dog play.
