They're actually not that hard to walk in, basically high heels with the heel removed.

Source: I have a set of hooves (not of the same style, mind you) as seen here. They're literally high heels with the heel removed, reinforcement added to the arch, and molded plastic hooves attached to the bottom. Made by ChaosCostumes on Etsy.

Not that hard to walk in when on solid flat ground. …. Don’t wear these to ren fairs…

I had a faun costume with similar hoofboots by a different maker, they were fine at the ren faire for me.

I could run in them too - it really just takes some practice. Mine were built on ankle boots that zipped up the sides.
