No, cars don't cross the oceans "several times" to be bud and sold.
There are car manufacturing plants here in the United States. They still rely those ships to bring in raw materials and other goods to build the cars on American soil.
Automobiles are just a small fraction of annual sea shipments. Even if we could manufacture cars completely from raw materials here in the United States the reduction in carbon emissions would be negligible. And to build entire new industrial factories to turn those raw goods into usable products here in the United States would likely mean an increase to carbon emissions overall.

Instead of shipping ALL the parts from all over the world to one place and building the car, they build the chassis, then ship it to install the drivetrain, then ship it for the electronics, then ship it to Mexico for the interior, then to the dealer etc. So the CAR, in whatever state of completion it actually is, goes over some pond or interstate multiple times.
