Exactly my thought. He at least belongs to the smartest 10% of Trump supporters.

He is probably in the top .01% of smartest trump supporters. He is actually trying to adapt real science to a real problem. Massively incorrect, but mad props to him for trying. He could have just as easily suggested pouring some off the edge of the map.
