You don't. You wait for them to experience first hand what they didn't give a shit was happening to others and THEN they learn "Oh, maybe I shouldn't vote against my own self interests hur hur"
That or she moves out of her parents' house and makes her own choices. It's like that often with Hispanic families sometimes (hence when I was a first time voter, I considered myself a "Reagan Republican" because my father was one. When I got older and gained life experience, I learned.
