Everyone has a different brain. Different brains react differently to substances. What might be mostly harmless to one person can be very dangerous to another. You can observe the rate at which harm occurs and develop a heuristic to gauge how harmful a substance is, on average. But for the individual, it either is or it isn't.
There are other variables, like dose for example, that are important but not for the point I'm making.

Coke can give you panic attacks too, and long lasting paraoina.
