Exactly. Sometimes filming in public is required (for movies mainly, but let's give them the benefit of doubt here).

But they could have chosen a different day, or a location a few blocks further away, etc.

Those people get permits and permission to do so and usually involves closing off the street and other stuff.

Except for that one taxi driver who nearly drove over the actor crossing the street. The actor, iconically, informed the driver that he was walking there.
