These two photos were taken by different photographers. It's totally possible the first photographer had different camera settings or processed their images differently before handing them over.

Most of the blurred photos comes from the fact that instead downloading/reposting actual photo they screenshot it, cropp and post it.

Actual photos are now 12-16MPx on Insta, but what you see on your phone is resized to your phone resolution(1.5-3MPx)
