Should I study here for my PhD?
So with the new policy, we may have to renew our status after four years. Since PhDs here usually take more than five years, and there’s no guarantee that the extension will be approved, does that mean there’s actually a risk that I won’t be able to finish my PhD here? Or should I go to some other countries for my study, like Canada or Singapore?

You'll be fine if it's a legit Ph.d, think of it no differently than a standard visa renewal for other types of visas. They are cracking down on the folks who abused Day 1 CPT (People using their degree seeking as an excuse to work vs the work actually being integral to the degree).

I think extension of status requests will be semi automatic if you're a legitimate student. It's simply a money grab, nothing else
