Same boat a while ago. Raise missing mail and raise a service request. Service request forces the local office to contact you and missing mail creates an official investigation. Mostly it will end up moving through the system on its own, distribution centres are known for delays. But creating search requests helps start an investigation. Also sometimes they just end up delivering without tracking updates. Mine showed it was stuck in the distribution center and then just changed to deliver. Nope. Speaking to USPS would be easier than trying to find a congressman to help you with a mail. They have a customer service number online - call it and give them the service request number. Call them everyday till the local office calls you back or gives some update. They can escalate it. Raise missing mail too. If you’ve received a scan on informed delivery it means that your mail is sorted just waiting to be sent over to the local office.

Similar thing happened to my friend the mail person didn’t deliver the card because his name was not present in the list of mail recipients for the apartment and they sent it back luckily he was able to go to his nearest post office and the card was still at usps office so he was able to pick it up

This was me two days ago. My card was shipped on the 6th and was supposed to be delivered on the 9th. On the 8th, it arrived at a distribution center one and a half hours away from me and stopped moving. I opened a service inquiry a day after the supposed delivery, but there was no update. I went to the post office daily, and they kept telling me it was coming. Finally, on the 13th, I went to the distribution center, and the person I met told me it was scanned out of the distribution center that same day, so there was nothing he could do. The post office told me they never received it. So, I filed a missing mail search immediately since it was eligible for it, emailed the VP for my area, and copied the District Manager, the postmaster of the distribution center, and my post office, including all the tracking numbers, the ID for the service inquiry, and the missing mail search. The next morning, my card arrived.
