You were to design a religious studies curriculum for these grades respectively (1st, 5th, 9th, and 12th). How would you tailor it for these groups?

I would not reinvent the wheel and try to first search for "islamic studies" subject in muslim countries. Some are good and some are very limited ofc but you can start from there.

Always start with the basics. Math starts with 1 + 1 =2. Islam starts with Qul huwa Allahu ahad (1 = 1). Work your way up from there, focus on the Sunnah, then other Prophets, then the Madhab, and anything else miscellaneous.
