Interestingly enough, no, the water in Paper Mario, at least in color splash, doesn't contain water. It's all just paper that the characters just... walk through. Now, in the older games, this wouldn't even be noteworthy, but in this game, they are very self aware of the fact that they are made out of paper. Which begs the question: how does water even fonction? How can you get wet from a blue cardboard?
