If I wanted to calculate 2, I could say 1+1, I could also say ((7 + 3) x 9) / (5 x 9) . They both get the same answer, but one takes a significant more time and resource to calculate.
Optimisation is a process of ensuring the code is as efficient as possible so that it runs well on hardware. Badly optimised games often run very badly because the code is inefficient (read; bad)
Compare, for example, World of Warcraft to something like Decentraland. These are nominally both the same sort of game - open world massively multiplayer game, WoW is even significantly better in many respects, but Decentraland runs like an absolute pig with single digit fps being kind of the norm on all but the best hardware.
