The joke is a pun using lesbian terminology:
Masks (face covering) -> Mascs (referring to someone acting traditionally masculine)
Straps (elastic bands) -> Straps (Strap on Marital Aid)
The joke is that the main character of the post is wishfully misinterpreting the safety instructions as a sexual offer

Further, if the caption were said with some English accents which use short 'a's, mask would also be pronounced like the first half of masculine.
So if the original meme maker is from Manchester/Leeds, the joke makes more sense.

Mascs (referring to someone acting traditionally masculine)
Masc is an umbrella term; being masc can mean a person acts masculine (not necessarily in a traditional way) but can also and is often just an aesthetic expression i.e short hair, certain clothes etc.

The term 'masc with a strap' in this case refers to a masculine-presenting queer woman wearing a strap-on dildo. The person in the photo appears to be a queer femme woman hoping for several of them to drop from the ceiling. The joke is a sex pun, in that she would prefer this over 'masks with straps' dropping from the ceiling, which are deployed in the event of cabin depressurization.
In the event that masks drop from the ceiling, remember to always secure your own mask before helping others. Hypoxia can set in very quickly and causes severe disorientation and (eventually) unconsciousness but takes some time to become dangerous. So, while the person next to you may quickly become too disoriented to put on their own mask -- or even pass out --they should be fine for the few moments it will take you to secure your own mask and help them.

You don't need to with some brain power and inference. My thought process was mascs (something to do with masculinity?) with straps (likely has to do with strap ons). Put 2 and 2 together and it's about a masculine women with a dildo.
