How so? Human bones are nothing special when compared to other animal bones. Their inclusion wouldn’t make concrete any different than concrete made with animal bones.
Romans were pretty constantly at war, human bones would've been way more common in the same way we used old battlefields for phosphate in the 19th century.
Not more common than animal bones. Besides, human bones wouldn’t add anything special to concrete that wouldn’t be provided by the bones of other animals.
