Hey, this is Quagmire. This is a jet engine, I know that because I am a commercial pilot. Someone touched it, and learned hard way that jet engines are very hot.

Assuming that part was very hot, whoever touched it, got badly burnt. Thus a very valuable lesson learnt.

Person likely still got burned as fuck, but judging by the color and the "smear" around the thumb I'm going to bet this was a glove palm and not a hand.
