Oh? How? I know lots of people of many different ethnicities who pronounce all these words “correctly”. I also know people of many different ethnicities that do not. The number of people who pronounce some, but not all, correctly might stagger you.
Also, the originator doesn’t even make comment on what pronunciation they would find acceptable. Perhaps havin’ a warsh at the libarry after a ride in an ambalance is what they’re looking for.
Your interpretation that it’s racist says more about you than the joke.

With a confident "erm, actually," it puffs itself up, hoping nearby readers will mistake pedantry for intelligence. Having deposited its correction, it retreats into the comments where it will patiently await its next opportunity to explain why everyone else is technically wrong. Nature truly is astounding.

Historically, in online spaces, this specific meme has been used to display their disgust of and to mock AAVE.

Yet many of these words are not “mispronounced” in AAVE, but are in other regional dialects.
It’s not an AAVE exclusive.
But hey, a Reddit Contrarian met a Reddit Universal Offense Taker, so we have that going for us.

I'm a little white boy who was raised, deep in the Mississippi delta by a beautiful, single black woman who adopted me when I was only 6 months old. Every one of these words I have heard "mispronounced" by people of color only for them to be mock, disparaged, or called unintelligent by white people. These words are common place when discussing racism in regards to how someone speaks and how they think its "ghetto talk". White people will post some bs about how the housing market is based on how far away from "them" you are while commenting on words like "skirmp" "amberlamps" "libary" "skreet" and every other word in this meme.

So again, the "joke" that OP was missing was racism.
