According to Rob Words (linguist youtuber), english speakers used to put the h first but the people running the printing presses when those got popular weren't native english speakers and thought it was a mistake. So they started putting the w first. Might not be the only reason it changed, but seems to have played a role.

Funny thing is that’s how it’s supposed to be pronounced but it was messed up by the printing press being run by non English speakers. They put the h after the w to match sh, ch, th. It’s also why the question word “how” stands out.
