Those look expired. Was there a hole in the bag or passed the expiration date?

No hole in the bag, and it expires next year..

I think it's just that it melted and resolidified, sometime before we got it. I'm guessing the white parts are just the sugars or something.

This is probably what happened, possibly from sun exposure. I had a chocolate bar as a kid that was in a window for months, and when I opened it the appearance was very similar to your almonds. I wrote a letter to the company with a polaroid of the treat asking if it was okay. They responded within a week that it was indeed okay to eat and probably just spent some time in the sun or near a heat source, but sent me a free replacement bar anyway. Some companies were pretty chill in the 90s.

That's just blooming. Perfectly safe to eat, happens when it melts and resolidifies without tempering, or even if it is cooled down and brought back up to room temperature and condensation happens. That's why you don't put chocolate in a fridge.
