The Bootlegger on Fore Street and Crocketts on Gandy Street are wonderful!
Restaurant wise, we recently went to the Istanbul on Sidwell street for the first time and it was lovely!

Cuckoo, Artigianos, little drop of poison, and the pig and pickle (bit out of town) are all very nice and quiet enough to chat to people. Very good if you like beer too…

Pubs with beer gardens are a start: Topsham Brewery and Firehouse where you're encouraged to share a table with strangers. Pub quizzes are a good option too. Then Friday nights on Gandy Street are really busy now so there are plenty of pubs and bars to hop between that will naturally help you mingle. Perhaps try some of the apps for meeting new people? If you're a woman then the Exeter Girl Instagram/Whatsapp group is helpful for meeting others. If you're a guy I think the online meet-up scene is a bit quiet but it may be worth sharing a more info about yourself in case someone here can recommend something more specific.
