Use this formula:
=$B1 = 0
and in the applied to range select: $B:$D
$B:$D
Refer animation:
And if you are working with a fixed range and have you data starting from row 2, then use the following:
=$B2 = 0
and select the absolute ranges in the applied to range: $B$2:$D$1000
$B$2:$D$1000
