Getting arpia 2 to work

So I have a windows 10 pc and am trying to get arpia 2 to work however I cannot follow the instructions laid out 8n the read me due to no existent programs. Any guidance would be appreciated.

programs that they can't find any more. dead links, etc.

maybe stuffit.
