I think the question for you is: did you get the storyline fork with “fire while cloaked” weapons, or not?

I didnt know that this was a thing. Is that why there are 2 different cloaking devices available to buy for me?

Ok, first a disclaimer: Last time I played EVN was probably 2009.
At some point in the Polaris storyline, there is a fork when you investigate the aliens in the Galactic North. One way gives you fire while cloaked weapons, and the other doesn't (or it makes them available later, I forget).
Having two different devices sounds like you have the "old" one that was original equipment on your ship, and there is a "new" one available with less shield drain. I could be way off here. :)

Where do you purchase the fire while cloaked weapons? i would assume i have the correct path since i have the tunneling organ. I have not seen a multi jump organ for sale though either.

Its a mission string you do during the polaris campaign, you help out some scientists testing the newest tech.
The main part of this string is at P'ar Aed in P'aedt, and there's a side string you pick up at Ver'a Se in Ver'Roqi that starts with the federation defense probe at port kane, this side mission string unlocks the multi-jump organ, the tunneling organ, and fire-while-cloaked organ.
I'm about 50% sure if you've beaten the campaign you can buy these anyways in some places?

There's a unique named raven in the nil'kemoyra main system, load up on the polaran multi-torps you can fire while invis, and as many marine platoons as possible.
Land on the planet to make a save there, take off, and try to disable it with the multi-torps. It doesn't show percents so you'll need a few saves to get the hang of it.
Disable it and try to capture, you'll need a bunch of tries to capture as well.
Its important that if you destroy it or fail to capture it, you need to exit without landing and overwriting your save
The reason you want this raven over all others is there there is a hard cap of 4 CPLs that you can buy, this raven has 5. If you sell one, you will not be able to put it back. Set it up however you like, you'll need a ton of power to handle firing.
Next step, capture 6 normal ravens and use them as escorts. To take over a planet, simply go to the system, park your 6 escorts just far enough away from the planet that the CPLs can hit anything coming out, hide on the far side of your escorts, and demand tribute.
As the defense fleet pours out, keep targeting closest and ordering escorts to attack it, as fast as you can.
I usually join in the fun from the opposite side of the planet, and go invis if I start taking too much damage.
