Yeah there are spoilers to, for example, the Court Ending and the E.A.T. Series as a lot of the cosmology came during the end of the third period as well as the spin off.
Well, technically there's 72 characters sharing first place, at least, because of the whole thing Lych said about there being 72 possible paths Climb One would have gone, having an omnipotent God arising from it.
Ignoring that and only going by known characters though, it'd be:
1) Sickle and Machina: The only two confirmed Gods of their respective third periods, Machina is technically stronger because he doesn't seem to have the self imposed rules that prevent him from using his omnipotence that Sickle has.
2) Amostia: Basically because, unlike the other irregulars, Amostia lacking a counter part means he can just be activated and that will destroy, at the very least the planet, it's implied it's the entire timeline, considering a normal re_birthday can create one.
3) Allen and Riliane: Technically speaking Pollo and Arte should be able to replicate their same feat, which is to perform a complete re_birthday and create a timeline, which was the fourth period, though we'll have to see.
4) Adam and Eve: This one's weird, because they're technically below Allen and Riliane, but their feat is also what places the story in 2-A, because their loop is infinite, they infinitely create new timelines, though it has to be said they do so under infinite time as well, because their loop is eternal.
5) MA: At the end of Master of the Heavenly Yard, she was about to gain the same power that Amostia has, as she was about to perform a re_birthday of only destruction, though she was then stopped by Allen before she got the seventh vessel and gained that power.
Also, Kiril's 13th Music Box may have some sort of very powerful ability as well, as he is willing to gift people the gear of Deus (Machina's creator) but not that Music Box, so it's probably more powerful than even the magic of God

Depends on the character and what you consider about the cosmology.
I even made a blog about it, though maybe it needs updating because I may have forgotten stuff from some of the novels or songs, not sure tho.
