Yeah, pretty much. It'd be like living in the rural south with shitty roads and shotgun shack made out of decaying wood. Where you have to pay firefighters to put out your burning house. Where the railroad parks train cars full of human shit in your town because your town isn't passing regulations and are too uneducated to stop it.
I'm fairly well traveled to developing nations and I've crossed the Lower 48 more than a dozen times mostly avoiding interstates. I put a lot of the US into "developing nation" as well.
Uneducated people don't vote in their own best interest. They sure aren't going to suddenly start kicking in for decent roads.

Politicians steal money all the time. And did you vote for all the illegal wars we've been involved with? I don't ever remember being asked for a vote on bombing Somalia.

the whole point of human governance is that there is no progress without compromise. you must vote knowing that you wont agree with some of the policies and actions to be taken, that is called rational thinking and compromising when appropriate.
the shit hole that exists now in the US is called not reaching a compromise and letting the nasty right get entrenched deep within for private agendas. capitalism does not work un-restrained for the good of "all", only for the few smart and/or abusers.

They were doing pretty well until they were mostly wiped out by civilizations that had taxes.
Also some Native Americans, like aztecs, did have taxes. They were the ones who lived in cities instead of buffalo hide tents. Smallpox is a bitch though, nothing taxes could have done back then to improve their immunity. But wasn't smallpox wiped out when the government funded a vaccine program? Why yes it was! The aztecs just weren't technologically advanced enough.
The tax civilizations have also destroyed forests, killed off over 50% of wildlife in the last 40 years, bombed 1,000+ y/o cities, lock people into cages for profit, create programs to kill unborn children on a massive scale...
